Software is not neutral. This license reflects that.

Permitted Use

Loon is free to use, read, modify, and distribute for:

  • Individuals for personal or commercial work
  • Organizations under $1M annual revenue AND under 100,000 users
  • Nonprofits regardless of size
  • Educational institutions for teaching and research
  • Researchers and students for academic work
  • Open source projects distributed under compatible terms

Attribution is required in all cases. Include the license text or a link to it in any distribution.

Large Organization Use

Organizations exceeding $1M annual revenue or 100,000 users may use Loon under one of two conditions:

  • Contribute back: All modifications to the Loon compiler, standard library, or toolchain must be published under this same license within 90 days of internal deployment.
  • Obtain a commercial license: Contact MPLS LLC for terms that fit your organization. Commercial licenses fund continued development.

Using Loon internally without contributing modifications or obtaining a license is a violation of these terms.

Creator Rights

You own what you build with Loon. Programs compiled by the Loon compiler belong to their authors. The license applies to the compiler and its toolchain, not to the output.

AI-assisted work belongs to the human who directed it. If you use an AI coding agent to write Loon code, the resulting work is yours. The AI tool vendor has no claim. The compiler vendor has no claim. Authorship follows intent.

Prohibited Use

The following uses are prohibited under all circumstances. No license tier, no payment, no exception unlocks them.

  • Surveillance: Building or operating mass surveillance systems, bulk data collection on individuals without informed consent, or tools designed to monitor populations without judicial oversight.
  • Weapons: Autonomous weapons systems, targeting systems, or any software whose primary purpose is to cause physical harm to people.
  • Oppression: Tools designed to suppress free speech, restrict movement, enforce discriminatory policies, or enable authoritarian governance.
  • Manipulation: Systems designed to manipulate human behavior through deception, including dark patterns, addictive engagement loops, or algorithmic radicalization.
  • AI Training Extraction: Using Loon source code, documentation, or compiler output to train machine learning models without explicit written permission from MPLS LLC. This applies to the toolchain itself, not to programs you write with it.
  • Secret Government Compliance: Implementing secret court orders, national security letters, or any legal instrument that requires you to compromise the security of Loon users without their knowledge.

Warranty

This software is provided as-is, without warranty of any kind, express or implied. MPLS LLC is not liable for any damages arising from the use of this software. You are responsible for evaluating whether Loon meets your requirements.

This license exists because we believe software tools shape the world they operate in. A language designed to prevent data leaks should not be used to build surveillance infrastructure. For the full reasoning behind these choices, read the PHILOSOPHY.md.
